Moroccan-German Legal Cooperation

The German Federal Bar is strengthening its cooperation with Morocco in two ways: through a new Memorandum of Understanding with the national bar association ABAM, and through projects with regional bar associations aimed specifically at improving access to justice in rural areas.

The partnership linking the German Federal Bar and the Moroccan bar associations and the legal profession dates back to 2018. This cooperation aims to support reform processes in judicial and professional law in order to strengthen the role of lawyers in Morocco and improve their independence.

A key aspect is digitalisation: the German Federal Bar provides advice on the development and implementation of digital workflows, modern communication tools and secure electronic legal transactions. Furthermore, professional law, the self-governance of the legal profession and the current challenges the bar associations face in the respective country are key areas of the joint work.

The partnership is also used to improve access to justice — particularly in rural areas — and to promote transparency and the rule of law. The German Federal Bar and the Moroccan Bar Association ABAM (Association des Barreaux du Maroc) regularly share their experiences, for example on international legal comparisons, the management of legal mandates and the challenges of a modern justice system.


Events 2025

  • 9 to 10 July: regional conference on the topic of alternative dispute resolution in cooperation with the German Foundation for International Legal Cooperation e.V. (IRZ) in Tunis;
  • 23 April: signing of a Memorandum of Understanding between the ABAM and the German Federal Bar in Berlin;
  • 14 to 15 February: event organised by the International Association of Lawyers (UIA) on the topic of ‘Reform of procedural law in Morocco’ in Fes.

Event 2022

  • 12 to 13 December: event on ‘Investment Law and Alternative Dispute Resolution’ in collaboration with the partner organisations of the Alliance for German Law in Rabat.
