Episode 2: Promotion of the rule of law – from receiving to providing assistance: Slovenia, Ukraine and Uzbekistan
After the collapse of the Soviet Union in 1991, the countries that were behind the Iron Curtain were facing one of the biggest challenges in their history: a transformation from communist party dictatorship to modern democracy and from planned to market economy.
Western countries and international organisations rendered massive financial and technical support and still do so today. Reforms of the legal systems were one of the most important pillars of this transformation. Today, some of these countries have made more progress than the others and they actively support each other and exchange their knowledge.
Dr. Veronika Horrer (director at BRAK) speaks to Mr. Goran Klemenčič, Minister of Justice of Slovenia (2014-2018), international rule of law expert for the United Nations, the Council of Europe, the OECD and the World Bank, about the transformation in Slovenia and Ukraine in 1990ies, about the value of international „lawyer-to-lawyer“ cooperation between Bars and about the support of justice reforms in Uzbekistan by the Slovenian NGO „Regional Dialog“.
